Our members represent VS6 and the wider Voluntary, Community, Faith & Social Enterprise (VCFSE) sector on a number of boards and groups across the region as listed below. These cover a wide range of issues affecting our communities including housing, employment, health and transport.

Ellen is a prominent figure in Liverpool City Region and is known for her extensive work in social justice and contribution to civic life in the region. In her day job, Ellen serves as the Canon Chancellor at Liverpool Cathedral and the Director of Social Justice for the Diocese of Liverpool. As Independent Chair of the VS6 Partnership, Ellen provides us with expert leadership and guidance in advocating for the VCFSE sector and building a successful and compassionate City Region that benefits all.

As CEO of Halton and St Helens VCA, Sally provides her experienced leadership skills to support the VCFSE sector representing the two LCR boroughs of Halton and St Helens. Sally has a long career working in the VCFSE sector in senior leadership roles and brings this experience to the VS6 Partnership. She is also Chair of Voluntary Sector North West, the regional VCFSE network, as well as a Board member at the Saints Community Development Foundation. Sally was awarded an MBE in the Queens Birthday Honour List 2022 for services to the community in Halton and St Helens.
Racheal Jones
Angela White OBE
Chief Executive of Sefton CVS since 1992, Angela has led and developed the organisation recognised nationally for the delivery of support services and partnership collaborations rooted in and involving community groups and residents. Angela is passionate about the role of CVS’s as a social movement; their vital contribution to innovation, leadership and collaboration in local communities and as key strategic partners. Previously the Third Sector Champion on the Liverpool City Region Local Enterprise Partnership Board, Angela is also a Trustee on the national NAVCA Board. Angela was awarded the OBE in the New Year’s Honours List 2017 for services to community action in Merseyside.

Entering into her third year as One Knowsley’s CEO, Racheal Jones is a transformational change leader, with over 25 years worth of experience managing and leading social, economic and environmental initiatives and interventions. With extensive experience in leading successful social economic innovations, Racheal is also a member of the Institute of Leadership and Management and Chartered Management Institute, as well as a recent MBA graduate in Strategic Leadership and Management at Liverpool John Moore’s University.

Gareth Prytherch
Gareth has strong experience of working in third sector strategy, management and governance. As CEO of the recently established Wirral CVS, Gareth dedicated to supporting and representing the VCFSE sector in Wirral with a new and exciting model for the borough. Having Wirral CVS as a partner within VS6 means that we now have a full LCR coverage for the VCFSE sector, and Gareth’s expertise and commitment to championing the sectors voice is crucial to our work.
Jeff Scales
Jeff joined LCVS as CEO in 2025 from the national charity, Locality, where he had overseen the transformation of Locality’s services offer from a grant funded team to being funded entirely by programme and consultancy income. He has worked in both the public and VCSE sectors over the last thirty years beginning his career in the management and development of social housing, with early roles involving supporting Council tenants to take on the management of their own homes. He also previously managed Sheffield City Council’s portfolio of community buildings including supporting asset transfer to community organisations. Jeff is extremely mission driven, choosing to work in roles which have high impact, and which are underpinned by community empowerment.
Gill Bainbridge
Gill has been the Chief Executive of Merseyside Youth Association since 2004, working daily with a team of dynamic, committed, and passionate staff, who always put young people at the centre of everything they do. She is the custodian of this charity, which has now been creating positive and lasting change on the lives of young people for 135 years. A graduate of the University of Liverpool, Gill has worked in the voluntary sector in Liverpool for over 30 years with experience in youth and play work, disability issues, volunteering, young women’s work, advice, support and counselling.

Stuart McGrory
VOLA is a consortium of VCFSE service providers in LCR and specialises in providing a formal structure to support the VCFSE sector in relation to learning, skills and employment support in LCR. They promote and facilitate partnership working, and help capacity build VCFSE organisations through support, information and services to deliver employment and skills services to communities. Stu has been integral to VS6’s economic, digital inclusion and employment and skills work, and securing investment in these areas for groups across the City Region.

Rae Brooke
As Chief Executive of Community Foundation for Merseyside, Rae has developed prosperous working relationships with potential funders and donors from the public, private and third sector across LCR and the country. The Community Foundation works with a variety of donors to provide support and advice on charitable giving, linking them into charities that are seeking funding. Their ultimate vision is to drive as much investment as possible into the VCFSE sector in Merseyside to enrich the lives of people and built stronger communities.
Andy Churchill
Network for Europe represents the VCFSE sector in the North West and has led the sectors engagement with European Union funding throughout the last few decades and engages with the third sector across Europe to share ideas and best practice. Andy has significant knowledge of VCFSE funding and has been instrumental in guiding the work of VS6 in advocating for the important role of the VCFSE sector in the LCR economy, most recently from the UK-Shared Prosperity Fund.
